  1. Set up the Tier 1 Weekly Dashboard. Even if you have to populate it manually at first. Start measuring.
  2. Pick one metric from each truth and identify its data source. If the source does not exist, the metric is your first infrastructure investment.
  3. Run a calendar audit. Categorize every meeting last week. Calculate your building vs. blocking ratio.
  4. Review one recent decision against the Decision Protocol. Score it. Identify which steps were skipped and why.
  5. Share the Tier 1 dashboard with your executive team. Transparency builds trust. Metrics without an audience become theater.
